CHAOS OVERLORDS Review



The world of Chaos Overlords is an 8x8 board which is a city. Each of the city's 64 squares is a sector containing three mostly random buildings from among the 22 available building types. Each turn, you have the option of hiring a new gang into any sector in which you have control or presence. Gangs are the backbone of Chaos Overlords. This is not a game of building well-defended bases that produce resources, but of non-stop changing tactical situations. Though substantial amounts of cash can be made by controlling sectors and influencing its buildings, it is primarily made by gangs who have been ordered to "chaos"--that is, disrupt law and order and exploit the consequence--an action that carries the small risk of bringing down the lethal cops to clear out the sector of all bad guys--an action that you can take advantage of by snitching on your opponents, if you have gangs who can escape being noticed in the process--though your opponent could avert disaster by bribing the cops. There is research, with different technology levels, but there is no research tree. Rather, any gang may research any item that is less than or equal to its own level, but not above level 5 unless they are in a sector in which you have influenced a building that allows research of higher level. There is no "pure" research--you can only research specific items (guns, melee weapons, armors, and special items). Each gang can be equipped with a single weapon, armor, and special item (smoke grenades, vitamins, scanners, etc). The combat is well thought out, with some gangs possessing a "martial arts" ability which allows them to take no retaliatory damage when attacking another gang barehanded, provided the other gang is not also a barehanded martial artist. This game has a lot of style. The various gangs and items are inspired, gritty and witty and creative and clever and all that good stuff. If you are looking for a good strategy game... congratulations, your search is at an end. This is one well-made, unique, engaging game. I consider it a peer of Sid Meier's Alpha Centauri, Master of Orion 2, Heroes of Might and Magic 3, X-COM: UFO Defense, and Jagged Alliance 2.
